House Rejects Amendment To HHS Bill To Limit Funding To Planned Parenthood Clinics
The House on Friday voted 264-153 to approve its fiscal year 2010 Labor-HHS-Education spending bill (HB 3293) after voting on five amendments addressing price and policy issues, CQ Today reports. The bill would appropriate $730.5 billion. The Senate Appropriations Committee is scheduled to begin markup of its version of the bill on July 28.The House voted 183-247 to reject an amendment offered by Rep. Mike Pence (R-Ind.) that would have prohibited family planning funding through the Title X program to Planned Parenthood clinics. The House also voted 211-218 to reject an amendment by Rep. Mark Souder (R-Ind.) that would have stripped language to lift the ban on federal funding for needle-exchange programs. Lawmakers did approve an amendment offered by Rep. Darrell Issa (R-Calif.) to strip $5 million in funding for three NIH grants to study the HIV/AIDS risks associated with alcohol and substance use among sex workers in Asia and alcoholics in Russia (Wolfe, CQ Today, 7/24). Report Finds Racial Health Disparities Among New York State Health Plan Beneficiaries
The New York City-based advocacy group Community Service Society recently released a report that found racial health disparities among state health plan beneficiaries, New York Times" "City Room" reports. The report urged state officials to close the gaps. The roughly 20 health plans that contract with the state public health programs to provide health insurance to low-income residents are required to break down health indicators by race. Using data from the New York State Department of Health, researchers found that out of 12 measures the state uses in quality assurance, including dental visits, asthma management, mammography and almost all diabetes indicators:

Yolo County, Calif., Approves Proposal To Cut Funding For Health Care Services To Undocumented Immigrants

Yolo County, Calif., Board of Supervisors on Tuesday approved a proposal to cut county funding for health care services for undocumented immigrants in an effort to save the county more than $1 million, the Sacramento Bee reports (Sangree, Sacramento Bee, 5/20).California counties have been taking such action amid the economic recession to reduce their budgets. In February, Sacramento County voted to prohibit undocumented immigrants from receiving care at county clinics to save an estimated $2.4 million. Contra Costa County last month cut services for undocumented adults, seeking to save an estimated $6 million. Yolo County is facing a $24 million budget deficit for fiscal year 2009-2010 (Kaiser Health Disparities Report, 5/7).Robin Affrime -- head of CommuniCare Health Centers, which provide treatment to low-income residents of Woodland, Davis and West Sacramento -- said the county spending cuts would shift costs to health care providers. Supervisor Jim Provenza said undocumented immigrants would delay care at clinics and eventually seek treatment in hospital emergency departments (Sacramento Bee, 5/20).
