Health Care Reform Likely Will Not Provide Coverage To Undocumented Immigrants, Sen. Baucus Says
Sen. Max Baucus (D-Mont.), chair of the Senate Finance Committee, on Thursday said that he supports "a version" of government-run health insurance but that such a program would not cover undocumented immigrants, the Washington Times reports. Baucus was speaking at an event sponsored by the Kaiser Family Foundation, Families USA and the National Federation of Independent Business (Haberkorn, Washington Times, 5/22). Baucus said that health care reform likely would provide coverage to between 94% and 96% of U.S. residents but that it would be "too politically explosive" to provide coverage to undocumented residents (Young, The Hill, 5/21). Undocumented immigrants account for between 15% and 22% of the estimated 47 million U.S. residents who lack health insurance, according to analyses by the Center for Immigration Studies and the U.S. Census Bureau. Baucus said the finance committee has not yet discussed whether federal funding to treat low-income, uninsured patients should be expanded to treat undocumented immigrants. "I don"t have a good answer yet to undocumented workers," Baucus said, adding, "There will still be charity care." According to the Dallas Morning News, some immigration advocates have said health reform efforts will not be complete if undocumented immigrants do not have coverage. Jaime Torres, president of Latinos for National Health Insurance, said, "In light of what"s happening now with the flu pandemic, it"s pretty clear that, for any health care system to work, it has to cover everyone residing in the United States" (Landers, Dallas Morning News, 5/22). Diagnostic display monitors have experienced slow growth in 2007 due to picture archiving and communication system (PACS) installations across radiology departments of European hospitals having reached saturation. However, favourable regulations mandating the sales of 5MP displays for digital mammography have ensured high-volume sales in several European countries. The increasing demand for clinical review display monitors from private practitioners has also ensured very high growth rates for medical imaging display monitors. New analysis from Frost & Sullivan (http://www.medicalimaging.frost.com), European Medical Imaging Display Monitors Market, finds that the market earned revenues of $207.2 million in 2007 and estimates this to reach $520.4 million in 2014. Display manufacturers will also benefit from the steady increase in PACS installations across cardiology departments. The sales of acquisition displays suffered in 2007 due to most imaging modalities such as computed tomography (CT) and magnetic resonance imaging (MRI) reaching maturity. Market growth has also been adversely affected by the saturation in radiology PACS installations in European hospitals. The lack of stringent standards and mandates will affect volume sales of clinical review display monitors in the coming years. "A cost-cutting spree amongst European hospitals has directly affected the sale of imaging equipment, hampering the sales of acquisition display monitors attached to these systems," remarks Shanmugham. "Revenue channels from PACS installations have also started closing down owing to saturation of PACS in large and medium-size hospitals. With hospitals hesitating to invest in high definition displays for surgical suites, market penetration of surgical displays is projected to be low in the near future." Vendors should target small and medium-sized hospitals where PACS installations are yet to be made in order to ensure sustained revenue generation from slow growing market segments such as diagnostic displays. They also need to establish efficient distribution channels to be able to reach private practitioners and boost volume sales of clinical review display monitors. "Display manufacturers will have to come up with competitive promotional offers for surgical display monitors to encourage higher adoption rates," advises Shanmugham. "Also, as hospitals reduce their outlay on display monitors and other large imaging modalities, vendors need to develop innovative post processing and 3D image reconstruction software. This will enable sustained revenue generation."
